Regedit

Browse to HKEY CURRENT USER\Control Panel\Keyboard\ InitialKeyboardIndicators

0 = numberlock off
2 = numberlock on

Welcome screen
HKEY USERS\.DEFAULT\Control Panel\Keyboard\InitialKeyboardIndicators
0 numlock off
2 numlock on
